Center for Global Research Canada — 14 August 2008 — by Michel Chossudovsky — Author’s Note: Shortly after this article was released on August 13, US military sources as well as Stratfor (a Strategic Studies Think Tank) stated that the various press reports (UPI, Middle East Times, Kuwait Times, Debka) regarding the naval deployment to the Middle East were incorrect.

According to the press reports (see UPI, August 11, 2008), the war ships involved in the “Operation Brimstone” war games off the US North Atlantic coast, had set sail for the Middle East. This information is apparently incorrect, according to the US Navy and Stratfor.

It is worth noting that the Kuwaiti government had activated emergency procedures based on the information pertaining to a major naval deployment in the Persian Gulf.

Based on the movement and location of USS carrier and expeditionary strike forces, the Bush administration has not decided to carry out a naval surge directed against Iran immediately following the conduct of the North Atlantic War Games.

The eventuality of a naval blockade directed against Iran is nonetheless being considered by the Pentagon. In fact, the naval blockade initiative is supported by a bill which was launched in the US Congress in late May. (See below for details).

We have checked the most recent information regarding the movements and location of the various USS Carrier and Expeditionary Strike Groups.

The text first released on August 13 has been revised. Corrections, and updates to the text are indicated.

We will provide further updates and analysis as more information becomes available.

— THE BUSH ADMINISTRATION IS ENVISAGING THE POSSIBILITY OF LAUNCHING A NAVAL BLOCKADE DIRECTED AGAINST IRAN.

“Operation Brimstone:” North Atlantic Ocean War Games
Extensive war games were held off the US Atlantic Coastline under “Operation Brimstone” in late July.

These war games were activated shortly after the submission in the US House of Representatives (May 22), of a bill (H CON 362) which called upon the Bush administration to carry out an economic blockade directed against Iran.

Joint Task Force Exercise (JTFEX) 08-4 ‘Operation Brimstone’ commenced on July 21 in North Carolina and off the Eastern US Atlantic coast from Virginia to Florida. Of significance was the participation of British, French, Brazilian and Italian naval forces as part of a multinational US naval exercise directed against Iran.

More than a dozen ships participated in the naval exercise including the USS Theodore Roosevelt and its Carrier Strike Group Two, the expeditionary Strike Group Iwo Jima, the French submarine Amethyste, Britain's HMS Illustrious Carrier Strike Group, Brazil's navy frigate Greenhalgh and Italy’s ITS Salvatore Todaro (S 526) submarine. Stating the purpose of a war game and identifying the real “foreign enemy” by name is not the normal practice, unless there is a decision to send an unequivocal message to the enemy.

Invariably in war games, the foreign enemy is given a fictitious country name: Irmingham, Nemazee, Rubeck and Churia stand for Iran, North Korea, Russia and China (codes used in the Vigilant Shield 07 War Games’ Scenario opposing the US to four fictitious enemies. In the case of “Operation Brimstone,” the stated military purpose of the naval exercise is crystal clear: the North Atlantic war games are carried out with a view “to practice enforcing an eventual blockade on Iran.” These naval exercises are intended to display US and allied “combat capabilities as a warning to Iran.” They are tantamount to a declaration of war:

“The drill is aimed at training for operation in shallow coastal waters such as the Persian Gulf and the Strait of Hormuz.”

The USS Theodore Roosevelt equipped with 80-plus combat planes, was carrying an additional load of French Naval Rafale fighter jets from the French carrier Charles de Gaulle. (Ibid). France’s E2C Hawkeye early warning aircraft, which was “assigned to the 4th Squadron began flight operations with Carrier Air Wing (CVW) 8 aboard Roosevelt, marking the first integrated U.S. and French carrier qualifications aboard a U.S. aircraft carrier. French Rafale fighter aircraft assigned to the 12th Squadron also joined.” Navy.mil, July 24, 2008

Anglo-US war games are a routine practice. What is significant in these large scale naval manoeuvres is the active participation of France, Brazil and Italy in war games which are explicitly directed against Iran.

The participation of these countries in extensive war games points to broad consensus. It also suggests that the participating nations have accepted (in political and military terms) to participate in a US-led military operation directed against Iran. The active participation of France and to a lesser extent Italy also suggests that the European Union is firmly behind the US initiative:

“Operations with our friends and allies are the cornerstone of the U.S. Navy's current maritime strategy,” said Capt. Ladd Wheeler, Roosevelt's commanding officer. “These combined operations will certainly pay dividends into the future as our navies continue to work together to increase global security.” Navy.mil, July 24, 2008

Another important precedent has been set. Brazil’s President Luis Ignacio da Silva has ordered the dispatch of the Greenhalgh Frigate, marking the first time that a Brazilian warship (under a government which claims to be “socialist”) has operated as part of a US. strike group in war games directed against a foreign country.

According to the Greenhalgh’s Commander Claudio Mello, “It allows us to be one more asset in an international operation.” (Pilot Online.com, July 28, 2008)

Now it is your time.” — Elliott Adams, President, Veterans for Peace, testimony July 25, 2008 — WASHINGTON — THE JULY 25th HOUSE COMMITTEE ON THE JUDICIARY HEARINGS FOCUSED ON THE KUCINICH RESOLUTION CALLING FOR THE IMPEACHMENT OF PRESIDENT BUSH. In his resolution, Rep. Dennis Kucinich (D-OH) argues that Bush knew that the Iraqis had no weapons of mass destruction, yet claimed that they did in order to justify the March 2003 invasion. The “fraudulent misrepresentations,” as they're referred to in the resolution, cost lives, compromised national security, and represented a clear abuse of constitutional power. The evidence supporting these claims is highly persuasive.

For the most part, the witness statements from House members and the panel of invited witnesses contain specific justifications for impeachment. The Kucinich resolution for impeachment, H. Res 1345, offers a concentrated body of evidence substantiating the charges and demonstrates the main charge in the resolution: the president knew that he was misrepresenting the facts about Iraq at the time he was doing it.

In the resolution, Rep. Kucinich lists corrections for each of the false assertions made by the president to justify the Iraq invasion. In addition, the resolution provides excerpted evidence and sources to support each correction of the president's fabricated rationale.

The statements in single quotes in the Kucinich resolution text below are from the president's justifications for war. From the resolution:

1. Iraq was not ‘continuing to possess and develop a significant chemical and biological weapons capability.’

2. Iraq was not ‘actively seeking a nuclear weapons capability.’

3. Iraq was not ‘continuing to threaten the national security interests of the United States.’

4. Iraq did not have the ‘willingness to attack, the United States.’

5. Iraq had no connection with the attacks of 9/11 or with al-Qaida's role in 9/11.

6. Iraq possessed no weapons of mass destruction to transfer to anyone.

7. Iraq had no weapons of mass destruction and therefore had no capability of launching a surprise attack against the United States or its Armed Forces or to provide them to international terrorists who would do so.

8. There was not a real risk of an ‘extreme magnitude of harm that would result to the United States and its citizens from such an attack’ because Iraq had no capability of attacking the United States.

9. The aforementioned evidence did not 'justify the use of force by the United States to defend itself' because Iraq did not have weapons of mass destruction, or have the intention or capability of using the nonexistent WMDs against the United States.

10. Since there was no threat posed by Iraq to the United States, the enactment clause of the Senate Joint Resolution 45 was predicated on misstatements to Congress. H. Res. 1345.

The facts from that time don’t come close to justifying the use of force. As demonstrated in the resolution, the president’s case for war was based on “fraudulent representations made to Congress,” the military, and the citizens of the United States. — Click the pics to read the rest! —

Associated Press — 15 July 2008 — by Laurie Kellman — Pelosi didn’t stop Kucinich from introducing 35 articles of impeachment, spending four hours in June reading them on the House floor and demanding hearings. — WASHINGTON — REP. DENNIS KUCINICH’S SINGLE IMPEACHMENT ARTICLE WILL GET A COMMITTEE HEARING — but not on removing President Bush from office.

The House on Tuesday voted 238-180 to send his article of impeachment — for Bush’s reasoning for taking the country to war in Iraq — to the Judiciary Committee, which buried Kucinich’s previous effort.

This time, the panel will open hearings. But House Democratic leaders emphatically said the proceedings will not be about Bush's impeachment, a first step in the Constitution’s process of a removing a president from office.

Instead, the panel will conduct an election-year review — possibly televised — of anything Democrats consider to be Bush’s abuse of power. Kucinich, D-Ohio, is likely to testify. But so will several scholars and administration critics, Democrats said.

The media does not want to disturb its endless repetition of the election horse race through which they can claim immunity to partisanship. But burying the evils of the Bush administration from the people is not just convenience or politics. It is complicity in these crimes.

Members of the House and Senate knew or have known of the acts committed in their name: the torture, surveillance, thousands of deaths, unbridled no bid cost plus contracts, mercenaries under no legal controls. Saying there was no time three years in a row no longer cuts it as an excuse as more and more proof is revealed, in published memoirs or whistleblower accounts.

Representative Robert Wexler, Florida Democrat, who publicly called for impeachment hearings this spring, immediately co-sponsored Kucinich’s resolution June 10th. There are more toll-free numbers available at CallCongress.org. You can call all House Judiciary Committee member offices, CLICK HERE — This site includes an instruction video. As I was doing this I realized that it is a difficult process, even for myself who is used to public speaking. I know that there are a lot of people who would be willing to make calls as well, but do not feel comfortable talking on the phone with someone they don’t know or are too tongue tied when talking about something they feel so passionately about. This can be especially true when talking to members on the other side of the aisle who will want nothing at all to do with impeachment. Here are some of the things I do before I make my calls:

REMEMBER THE MAIN REASONS FOR YOUR CALL
— When the capitol switchboard operator puts you through to the congress member’s office and the receptionist answers, you explain that you want to leave messages for the Chief of Staff and the Legislative Director for the representative. Ask their names and email addresses (the form is joan.smith@mail.house.gov) and ask if they’re available to talk to you. 99% of the time they won’t be. That’s okay; ask to be put through to the staff person’s voice mail, and you can leave your message, your name, address and email address. It never hurts to say “I would appreciate receiving an acknowledgment from you about my concerns.”

1 — I write down what I want to say — This helps me to not get flustered when I make my calls and allows me to stay focused even when my blood starts to heat up. Also — try rehearsing what you want to say a few times — you may think it might make you sound stilted — but after 40 calls you will sound that way anyway. Plus it will help you smooth out words that are difficult to say (like “House Judiciary Committee” — I dare anyone to say that three times fast!)

2 — I try to remain calm and respectful — I know that I am only talking to a staffer, but they are closer to the ear of the person I want my message to get to and even if they treat me like I am an idiot (this has only happened once) I refer back to my notes and stay focused. Even if I start to get upset I still stay respectful — and on message. It’s very good to tell the office receptionist you want to leave your message with him or her, and that “I want to leave my message with the representative’s Chief of Staff” voicemail — this means you get your words to the most important person in the congress member’s office. — Click the pics to read the rest! —

— Now the latest tragic truth begins to come out: Read New York Times — Suicide Rate for Soldiers Rose in ’07 — 30 May 2008 — by Associated Press —The 115 confirmed suicides among active-duty soldiers and National Guard and Reserve troops who had been activated amounted to a rate of 18.8 per 100,000 troops — the highest since the Army began keeping records in 1980. — WASHINGTON DC — At least 115 soldiers killed themselves in 2007, up from 102 the previous year, the Army said Thursday. Nearly one-third of them died at the battlefront, 32 in Iraq and 4 in Afghanistan. But 26 percent had never been sent to either conflict.

And Veterans for Common Sense — CBS News — 13 November 2007 — by Laura Strickler, Sarah Fitzpatrick, Armen Keteyian and Katie Couric — Between 1995 and 2007, there were almost 2,200 suicides. That’s 188 last year alone. But these numbers included only “active duty” soldiers. One age group stood out. Veterans aged 20 through 24, those who have served during the war on terror. They had the highest suicide rate among all veterans, estimated between two and four times higher than civilians the same age. The suicide rate for non-veterans is 8.3 per 100,000, while the rate for veterans was found to be between 22.9 and 31.9 per 100,000. — Veterans for Common Sense was featured on the CBS Evening News with Katie Couric. On November 13, Armen Keteyian, the top CBS investigative reporter, reveals an enormous epidemic of suicides among our returning Iraq and Afghanistan war veterans.
